📌 2) Project Officer – Delivery & Policy Support
Coordinate multi-stakeholder programmes, contribute to policy and regulatory engagement, and turn complex discussions into clear plans, timelines, and deliverables.

Responsibilities
● Maintain clear workplans, timelines, and delivery trackers for assigned workstreams, including milestones, deliverables, owners, deadlines, and dependencies.
● Drive follow-ups across internal teams and external partners to ensure actions are completed, decisions are captured, and deliverables are submitted on time.
● Coordinate ENACT’s inputs to consortium processes and outputs, including consolidating feedback, maintaining version control, and supporting timely submission of ENACT deliverables.
● Support stakeholder engagements, consultations, and advocacy activities by preparing or coordinating relevant materials (e.g., briefs and presentations) and documenting outcomes and follow-up actions.
● Develop policy and regulatory reform outputs by conducting targeted research, synthesising stakeholder inputs, and drafting or refining deliverables (e.g., consultation summaries, memos, recommendations, and technical assistance notes) by integrating inputs from technical team members, relevant leads, and consortium partners.
● Track relevant policy, regulatory, and institutional developments related to decentralised or off-grid electrification (with emphasis on Sabah where relevant) and summarise implications and next steps for internal discussion.
● Coordinate inputs for donor and stakeholder reporting related to assigned workstreams by consolidating updates, maintaining supporting documentation, and tracking reporting timelines in collaboration with programme and operations teams.
● Maintain structured documentation and shared folders (e.g., decision logs, stakeholder lists, trackers, evidence folders, working drafts) to ensure continuity, transparency, and audit readiness where required.
● Identify emerging risks, bottlenecks, or misalignments (e.g., unclear ownership, delayed partner inputs, shifting timelines) and escalate early with proposed solutions or mitigation options.
● Contribute to continuous improvement of internal coordination systems, templates, and workflows to reduce task loss and improve team visibility and organisational learning.
● Support additional programme development and enabling-environment initiatives as organisational priorities evolve.
● Report to the Executive Director. Work closely with the Technical & Research Manager on technical and policy deliverables, and coordinate with the Operations & Finance Manager on timelines, documentation, and reporting requirements.

● Bachelor’s Degree in Public Policy, Law, Economics, Engineering, Sustainable Energy, Environmental Studies, or a related field (or equivalent relevant experience).
● Minimum 2–4 years of experience in programme/project delivery, policy support, stakeholder engagement, consulting, or related roles (experience in renewable energy, infrastructure, climate, or development sectors is an advantage).
● Demonstrated ability to manage complex workstreams and multiple deadlines, including strong follow-through, task tracking, and coordination discipline.
● Strong research, synthesis, and writing skills, with comfort working with policy, regulatory, and institutional content, and the ability to learn new technical or policy topics quickly.
● Understanding of decentralised energy systems (mini-grids, SHS, or hybrid systems) is highly advantageous.
● Strong interpersonal and communication skills, with the ability to work effectively with diverse stakeholders (e.g., government agencies, consortium partners, consultants, communities, and internal teams).
● Proficiency in common productivity tools (Google Workspace and/or Microsoft Office), including strong competency in document preparation and spreadsheets.
● Excellent written and verbal communication skills in English; Bahasa Malaysia proficiency required.
● Willingness and ability to travel as required (including to Sabah and other project locations).
