ICMC Global Initiatives Berhad is an affiliate organisation of International Catholic Migration Commission (ICMC) which located in Geneva, an international non-governmental organisation whose mission is to protect and serve uprooted people, including refugees, asylum seekers, internally displaced people, victims of human trafficking, and migrants - regardless of faith, race, ethnicity or nationality. In collaboration with governmental and non-governmental partners, and through a worldwide network of members, ICMC implements and advocates for right-based policies and sustainable solutions to address global migration challenges. ICMC’s operations are aimed to respond to the needs of vulnerable individuals and communities, and focus on protection, humanitarian assistance, resettlement, and migration and development.
ICMC has been awarded a grant from the U.S. Department of State’s Bureau of Population, Refugees, and Migration to conduct, through the support of local implementing partners, a series of activities which shall contribute to preventing and reducing Gender-Based Violence (GBV) among refugees and asylums seekers in Malaysia. The components of the project include: capacity building and awareness raising amongst refugee communities; access to emergency support services including provision of increased shelter capacity, counseling services and other emergency care for GBV survivors.
SCOPE OF WORK
The Community Engagement & Training Manager (CETM) will coordinate and oversee all prevention activities meant to raise awareness of Gender Based Violence (GBV) in the refugee community, through the support of the Refugee Protection Corps (RPC) volunteers and relevant staff in KL and Penang offices. The CETM will be responsible for the management duties to recruit, train and supervise the RPC volunteer pool.
RESPONSIBILITIES
Community Engagement & Training
Contribute to overall project training activities, including curriculum design.
Research, adapt, translate or design culturally and linguistically appropriate materials to inform targeted populations about GBV.
Assist with the development and implementation of the Community Engagement training schedule including arrangements for facilities and interpreters in and around Malaysia.
Conduct regular on-site monitoring visits to supervise and review Community Engagement activities implemented by the RPC including during house-visits and awareness sessions within refugee communities and/or learning centers in KL.
Develop and monitor the Community Engagement budget for overall program activities.
Conduct Children Safety Program and Children Cyber Safety TOT training sessions to teachers and staff from refugee learning centers and parents/guardians from the refugee communities in KL and other locations in Malaysia, including remote sessions.
Directly supervise the Community Engagement & Training Assistant (CETA) in KL office and provide technical supervision for the CETA in Penang office.
Oversee RPC volunteers in delivering TOT on GBV awareness, partaking in TOT delivery where necessary.
Plan and conduct monitoring visits to Penang office and other regions to observe and ensure that similar Community Engagement strategies and appropriate curricula and materials are effectively adopted and used.
Refugee Protection Corps (RPC) Management
Recruit, hire, train and supervise the Refugee Protection Corps (RPC) volunteers within the refugee communities in KL and Klang Valley.
Provide support to Penang team on RPC management in the northern region.
Provide leadership, support and guidance to the RPC on issues arising from day‐to‐day activities.
Provide support to the Case Management Unit in advising and assigning appropriate RPC volunteer(s) for auxiliary services required (escort, interpretations and other services as required).
In coordination with the Case Manager, provide comprehensive supervision, especially to the newly selected peer counselor(s) to support them in their work.
Maintain and update RPC personnel file documentation including volunteer agreement, timesheet, stipend and reimbursement allowances.
Ensure RPC volunteers adhere to company policies and ICMC’s Code of Conduct, PSHEA Policy, Child Safeguarding Policy, Data Protection Policies for Beneficiaries and Electronic Devices, and Whistleblowing Policy.
Support in monitoring and coordinating with Case Management Unit on the processing of ICMC Hotline calls and Peer Counselling Hotline managed by RPCs for both KL and Penang offices.
Monitoring and Evaluation (M&E)
In collaboration with the PMER Officer, support the development of the M&E Plan for the Community Engagement program, including conducting needs assessment in the community.
Maintain a monitoring and quality assurance system that records and evaluates outcomes of community based public education activities, and impact of Community Engagement and education activities on refugee community members and leaders.
Communications
Collaborate with Communication Officer in ICMC HQ on Community Engagement materials posted on all ICMC social media platforms.
Adapt and execute a targeted communication strategy for technical experts and institutional donors.
Oversee the design and production of visibility materials for beneficiary audience in required languages.
Identify new communications platforms and ideas to fulfil program’s needs.
Administrative and others
Produce monthly and quarterly reports on community engagement activities and progress.
Represent ICMC at partners and stakeholders meeting.
Attend periodic coordination meetings and refresher trainings as organized.
Perform any other work-related duties and responsibilities that may be assigned.
University degree in International Relations, Communication, Education, Social Work, Counselling, Psychology or other related field.
Three (3) to five (5) years increasingly responsible working experience in private, international/multi-national, or non-profit sector.
Experienced in conducting training, seminar, and/or workshops to target audience.
Proven knowledge and experience in facilitating, and evaluating the needs of target audience/beneficiaries.
Experienced in designing and developing training curriculum and appropriate materials for the target audience.
Previous direct experience with refugees and/or GBV survivors. Working experience in the implementation of GBV programs will be considered an asset.
Experience in project implementation through local partners and/or cooperation with UNHCR in Malaysia will be considered an asset.
Experience in leadership and staff supervision and/or attendance of professional development courses related to leadership/management will be considered an asset.
Strong organizational skills, ability to work under tight deadlines and with minimal support.
Proficiency in English with excellent written and verbal communication skills.
Proficiency in both written and verbal Bahasa Malaysia is considered an asset.
Possess own transport and able to travel within the country.
Ability to work well in a team environment, manage multiple assignments, prioritize and manage workloads, and commit to full-time in-office work.
