Description
Klima Action Malaysia (KAMY) is looking for a Gender Research Officer to support a national research programme on strengthening gender-responsive climate governance in Malaysia, with a particular focus on developing an institutional and operational pathway for a National Gender and Climate Change Focal Point.
Malaysia does not yet have a National Gender and Climate Change Focal Point, but it needs one. KAMY is building the institutional and operational pathway to get there, and it starts with rigorous research: mapping stakeholders across Peninsular Malaysia, Sabah and Sarawak, running FGDs and KIIs with government, civil society and communities, and turning that evidence into recommendations that can shape gender-responsive climate governance.
The role leads this work end to end, from desk research and policy review to designing consultations and drafting the final report, and involves research and multi-stakeholder engagement across Peninsular Malaysia, Sabah and Sarawak.
Position details:
- Reports to: Programme Director
- Contract: 14.5 months, full-time (35–40 hours per week)
- Start date: 1 October 2026
- Location: Based in Klang Valley (office in Cheras, Kuala Lumpur)
- Working arrangement: Hybrid — 3 days work from home, 2 days in office per week, interchangeably, following KAMY's WfH policy
- Gross salary: RM4,700 per month (before statutory employee deductions for EPF, SOCSO, EIS; employer statutory contributions are paid separately by KAMY on top of gross salary)
- 2-month probation period applies
- Travel reimbursement for approved fieldwork and stakeholder engagements is provided in accordance with KAMY's organisational policy
Responsibilities
Core focus:
- Conduct policy, institutional and stakeholder research on gender and climate governance in Malaysia.
- Undertake primary research through multi-stakeholder FGDs, KIIs, consultations and other research engagements.
- Conduct research and stakeholder engagement across Peninsular Malaysia, Sabah and Sarawak.
- Work with diverse stakeholders, including government institutions, civil society, communities, women's organisations, academia and development partners.
Research & primary data collection:
- Conduct targeted desk research and policy review on Malaysia's gender and climate governance landscape, including relevant policies, institutional mandates, governance arrangements and implementation mechanisms.
- Identify and map key stakeholders and institutional actors across Peninsular Malaysia, Sabah and Sarawak, including federal and state government institutions, gender and climate institutions, civil society, communities, women's organisations, academia, development partners and other relevant actors.
- Conduct multi-stakeholder FGDs, KIIs, consultations and other research engagements, including engagements with KAMY's partners and stakeholders in Sabah and Sarawak.
- Work with the Programme Director and KAMY programme team to ensure research activities and stakeholder engagements are well coordinated, systematically documented and organised for analysis.
Research methodology, analysis & outputs:
- Contribute to the development and implementation of the research methodology, including designing FGDs, KIIs, consultations and other research engagements, and developing research questions and data collection tools.
- Analyse and synthesise evidence generated through desk research, policy and institutional analysis, FGDs, KIIs, consultations and stakeholder engagements.
- Translate research findings into evidence-based analysis and actionable recommendations, identifying key gaps and opportunities for strengthening gender-responsive climate governance in Malaysia, including the establishment and effective operationalisation of a National Gender and Climate Change Focal Point.
- Draft and lead the preparation of research and policy outputs under the guidance of the Programme Director, ensuring findings and perspectives from different stakeholders, communities and geographical contexts are accurately represented, and incorporating internal review, expert input and stakeholder validation into the final research report.
Requirements
- Minimum Bachelor's degree in gender studies, public policy, environmental studies, climate change, development studies, political science, sociology or another relevant discipline.
- At least 3 years of proven professional research experience in policy research, gender, climate change, governance or related fields.
- Demonstrated experience in qualitative research methodologies, including designing, conducting or supporting FGDs, KIIs, stakeholder consultations or other participatory research methods.
- Strong ability to analyse policies, institutions and governance arrangements and translate research findings into practical recommendations.
- Strong research writing and analytical skills, with the ability to synthesise evidence from multiple sources into clear and accessible policy analysis.
- Able to work independently and collaboratively within a multidisciplinary team.
- Excellent written and spoken English and Bahasa Melayu.
- Must own a personal vehicle (car) and be able to drive for field research, stakeholder engagements and in-person meetings within and outside the Klang Valley, as required.
- Must be available for in-person research activities and stakeholder engagements when required, including travel to Sabah and Sarawak.
Plus points:
- Knowledge or experience in gender equality, climate governance, feminist policy analysis, Malaysian public policy, UNFCCC processes or CEDAW mechanisms.
- Experience conducting field-based or multi-stakeholder research with communities, civil society, women's organisations, government institutions or other policy stakeholders.
- Experience with quantitative research or data analysis.
