The Head of Program Duta Guru leads Teach For Malaysia’s first in-service teacher development programme that is modelled after the TFM Fellowship programme and adapted for in-service STEM teachers. The Head of PDG also directly leads Pillar 2 of TFM’s 2030 Strategy agenda which is focused on the engagement and development of in-service teachers.
As a member of Teach For Malaysia’s Senior Leadership Team (SLT), the Head of PDG is jointly responsible for the organisational direction, culture, representation and day-to-day operations with the other members of the SLT team.
MISSION FOR THE ROLE
The mission of the Head of PDG is to scale Teach For Malaysia’s impact by accelerating the development of leaders within the Ministry of Education and Civil Service, in order to transform teaching into the profession of choice and to enable an equitable education system for all students.
The Head of Program Duta Guru plays a crucial role in leading the PDG Team to adapt in a volatile, uncertain, challenging, ambiguous (VUCA) environment to work collaboratively with teachers, MOE stakeholders and strategic partners to ensure transformational student impact.

Responsibilities
Responsibilities include but are not limited to the following:
Programme management
Ensure robust programme management of PDG within scope, timeframe and budget in order to achieve Participant and student impact
Oversee internal governance structures, policies and procedures while managing risks, issues and project dependencies for various work streams, and escalating risks and issues as appropriate
Monitor and evaluate programmatic impact in order to make evidence-based decisions using data and research, validate TFM’s Theory of Change and communicate our impact to external stakeholders.
Team performance and development
Oversees a team of 30 people
Manage and coach team managers to ensure effective programme implementation in terms of training and support, community development, stakeholder engagement, recruitment and operations
Ensure strong team engagement and development
Training and support
Ensure the Training and Support Team delivers a high impact programme and continuously improves the Program Duta Guru curriculum in order to achieve programme objectives while adapting to regional contexts and current needs through collaboration with teachers and various stakeholders
Community development
Ensure the Duta Guru Community team develops and launches a strategy for engaging alumni (Duta Guru) and building a community of leaders in the STEM education landscape that is aligned to TFM’s overall strategy for building a community of change-oriented leaders
Stakeholder engagement, recruitment and operations
Ensure the Stakeholder Engagement Team engages internal and external stakeholders (partners, staff, participants, students and parents, school and government leaders, organisational supporters) to enable aligned and effective delivery of programme, and foster broad investment and conviction in the vision and goals for student impact
Ensure the Recruitment Team identifies, recruits and selects the most promising future leaders within the Ministry of Education Malaysia (MoE) to join the Program Duta Guru or other equivalent leadership development programmes.
Ensure the Operations Team creates and maintains large-scale operational systems in order to ensure operational efficiency of the programme and to create an optimal environment for participants and stakeholders.
Senior Leadership Team
Collaborate with other members of the SLT to set and drive organisational goals, drive organisation-wide strategic initiatives in organisational development, budget management, engaging with external stakeholders and partners and supporting the continual development of all the organisation’s teams.
Collaborate with other members of the SLT to foster a values-based culture that is sustainable, fosters the development of individuals/teams, and consistently achieves the goals it sets.
Continuously improve the organisation’s approach and delivery of support mechanisms for Participants to grow personally and as systemic change leaders, particularly in driving the in-service teacher development pillar within TFM 2030 Strategy agenda.
Work closely with the Heads of Functions (“Extended Leadership Team”) to ensure the harmonisation of talent, culture and strategy in order to drive organisational performance and impact.
Represent the organisation at the highest level, engaging with external stakeholders and partners, representing TFM in the media and public events, seeking out movers and shakers and winning their support for Teach For Malaysia and its mission.

Years of experience & qualification
At least 8 years of working experience, including relevant experience in education and teacher development (candidates with less years of experience but with strong leadership experience will be considered on a case by case basis).
Experience in leadership roles, managing teams across different portfolios and programme management
Bachelor or Postgraduate Degree in Education

Strong written and verbal skills in both English and Bahasa Malaysia
Excellent proficiency in Google Workspace Apps/MS Word, Powerpoint and Excel
Willing and able to readily adopt and utilise any TFM database or technological platform / application (i.e. Slack, Confluence, Salesforce, Zoom, Google Classroom, PowerBI, etc.)
