Case Officer

RESPONSIBILITIES

GBV Disclosures 

• Conduct interviews for incoming walk-in GBV cases, assess survivors’ needs, and provide immediate response under the supervision of the Case Manager
• Prepare the necessary assessment forms and documents, as well as manage individual GBV cases
• Coordinate GBV referrals with various UNHCR Units and/or other International Agencies/NGOs
• Serve as point of contact to receive GBV disclosures from the Refugee Protection Corps (RPC) (via hotline and emails), Community-based Organizations, and other third parties·
• Assess and refer cases which require emergency financial assistance, specialized counseling services and/or shelter services to relevant focal points
• Participate in internal and external case conferences with all ICMC case officers/assistants and UNHCR GBV focal points for all GBV disclosures received
• Undertake monitoring and follow-up measures for survivors via telephone calls or home visits and gather survivors’ overall feedback and satisfaction of ICMC’s services
• Responsible in maintaining and updating database and case file documentation ensuring accurate information for all GBV disclosures and case referrals to ICMC

Counseling Case Management

• Serve as the focal point to undertake all administrative and logistic duties for the referrals of survivors to specialized counseling services including:
  • Assess and arrange for the provision of individual/couple counseling services to GBV survivors to overcome their traumatic experiences
  • Assess and arrange for the provision of individual/couple counseling services to GBV abuser and/or potential perpetrators in order to prevent repeated violence against their partner/family member
  • Identify refugee children who have experienced or witnessed GBV abuses and who could receive specialized counseling services/play therapy
• Coordinate and liaise with referral party such as UNHCR, shelters’ Social Worker, Community Based Organizations and other organizations
• Responsible in appropriate case management including referral, intake and assessment and monitor client’s progress and collect counseling reports using established toolkits
• Convene internal and external case conferences with ICMC officers and UNHCR SGBV focal points and counseling service providers on a regular basis
• Act as point of contact for the counseling service providers and referral parties
• Provide oversight case management, to include technical assistance to partners’ counselors and therapists to ensure treatment goals/objectives are met
• Undertake monitoring and follow-up measures for clients via telephone calls or home visits and gather their feedback and satisfaction
• Maintain and update the database in a timely manner. Ensure proper case file documentation and follow-ups for all GBV counseling referrals
• Attend regular meetings with the Case Manager and other Case Officer/Assistants to ensure regular case supervision

Administrative & Other Support

• Arrange logistical support for GBV survivors with the assistance of the Refugee Protection Corps (RPC) and provide escort to GBV survivors when needed
  Work closely with Penang-based staff to case manage all referrals from Penang
• Ensure timely and accurate monitoring of expenditures for counseling services in line with approved budget limits; and work closely with the Deputy Director of Operations and Finance providing timely and relevant information in relation to finance related matters and counseling progress updates to ensure constant monitoring of budget expenditures
• Maintain a high level of ethical conduct regarding confidentiality and professional stature
• Attend periodic coordination meetings and refresher trainings as organized
• Perform any other work-related tasks as required
